A World Parliament - faster, fairer, more effective, and more democratic UN
Social-democratically thinking human beings all over the world would like that measures against wars and other encroachments are taken in time - particularly by the United Nations (UN).
Today, each of the recent 190 member states in the General Assembly of the UN has 1 voice. However, the rights of the General Assembly are strongly reduced. If the Security Council already is discussing a crisis or a peace-making measure, the General Assembly might express a recommendation concerning this subject only. In the Security Council, the majority 2/3 of the vote can be prevented by the veto of some economically powerful countries. Therefore, the UN can often not decide, or at least, not decide in time. This can create devastating consequences: Genocide and other violations of human rights often result.
The concerned human beings need faster, fairer, more effective, and more democratic decisions from the UN.
The UN must replace their General Assembly by 2012 by a World Parliament and the Security Council by a World Government. The international courts are developed and receive more responsabilities.
In the new World Parliament, the member states of the UN have 1 delegate per 10 million inhabitants. States which don't reach 10 million inhabitants can build pools with other states, and send their delegates alternatively. Outgoing from a world population of 600 x 10 million persons, is resulting a World Parliament with approximately 600 members. The relatively large number of delegates is not a disadvantage, because the World Parliament is discussing, voting, and electing normally in an intranet. So the World Parliament can operate faster and even cheaper than today the General Assembly. The planned costs of the UN are covered by contributions of the member states. Normally the contribution per state corresponds to the proportion of the national GDP to the world GDP. (1998, the world GDP amounted to approx. 39,000,000 million $; the costs of the UN were on approx. 1,300,000 million $.) The contributions of the member states are to pay as soon as the annual budget is authorized. On the average, per 10 million inhabitants 1,300,000 million $ : 600 = 2,167 million $ had to be payed to the UN. Proportionally to the GDP, the EU, Japan and the USA alone would have to contribute totally approx. 80% of the UN costs - this with a proportion of totally13% of the voices only. China would contribute 3% of the costs only - with a voting power of approx. 21%. Therefore a minimal and a maximal contribution would have to balance this inequality, so that the EU, Japan and the USA totally would have to pay not more than 60% of the UN costs. The costs of the war prevention cannot be planned and they are usually exceeding any authorized budget. Such unpredictable costs to the UN could be co-financed by penalties, which the World Parliament raises from states, which might not respect resolutions of the World Parliament, or which sometimes pay contributions late. Peaceful measures are cheaper than war. For every war the UN can avoid, they submit the monetary savings in a special fund. This fund could co-finance unplanned UN actions. So unplanned UN actions can be financed by peaceful UN actions, as from savings of the conference costs, as well as from late-payment penalties.
The reform of the UN can go on in incremental steps only - on the basis of the recent shared power situation. The UN member states would have to be involved in this reform. The VirGlob-SP as an outside organization can contribute some preliminary ideas : A first step could be: The right of veto in the Security Council is abolished by 2008. This agreement can be achieved by the following provisional concessions: The member states determine how to select their delegates and in order to either fullfill voting mandates or vote freely. Resolutions about combat missions as well about member contributions require a 3/4 majority vote (so far 2/3) - in the "Security Council" and in the "General Assembly". Resolutions for peaceful measures require a majority of 2/3 (as before). (The 16 highest populated member states can bring in together 67% of the voices.)
When the VirGlob-SP Plenum has accepted this resolution, it will be sent to the members and to the friends of the VirGlob-SP as well to the media. The members are searching ways to enter this mesures in their party structures and to realize them. Their experiencies might help the VirGlob-SP to adapt a more subtile and realistic approach since July 17, 2001.
